What it costs

SAP program cost: the whole maze, priced — not just the step someone is selling you.

Ask 'what does the SAP program cost?' and every answer online is priced by the person selling that piece. This page prices all of it — the evaluation, the program, the test, the step services, and the follow-up years — with market ranges from named providers, checked October 19, 2026.

Piece of the mazeTypical cost (market range)Notes
SAP evaluation — initial + follow-up, bundled$399–$600Named providers: $399 flat, $452, $450 base, $499 flat, $539/$589 expedited, $550, $600 total. The bundle is the honest shape.
SAP evaluation — split pricingOften more in totalExample: $450 initial + $275 follow-up = $725. A low first price is not a low total.
Education or treatment programVaries — the swing factorEducation-only totals for the whole process: $500–$1,500. With treatment: $1,000–$5,000 or more (LegalClarity; Foley).
Return-to-duty test itself~$50–$100Directly observed. Ask any package whether this is included.
Step service: test submission / ordering~$135–$150One published price: $149.95 for step-5 submission; $134.95 for follow-up enrollment.
Step service: return-to-duty package~$195One-time packages for unemployed drivers (test reporting $65 and registration help priced separately elsewhere — registration help runs as high as $498, for registration alone).
Follow-up tests~$40–$80 eachAt least 6 in the first 12 months. Normally ordered and paid by the employer running the plan.
Follow-up management service~$299 first yearFor drivers/carriers buying administration of the plan; tests usually separate.
The whole maze$500–$1,500 education-only · $1,000–$5,000+ with treatmentBefore lost wages — which, at a driver's pay, are the biggest cost of moving slowly.

Included in the $49 ReturnToDuty Kit

  • Choosing a SAP: the price table ($399–$600 bundled is normal), the questions to ask before you designate, split-pricing and bait-pricing red flags, and the payment-plan truth
  • The no-job path in full: registering as an owner-operator in the Clearinghouse and designating a C/TPA for the test — what step services charge versus doing each piece yourself
  • The follow-up years: plan math (at least 6 tests in year one, up to 5 years), changing employers mid-plan, and what a new employer must do
  • Getting hired: the SAP-friendly carrier search method, what to say on an application and in an interview, and the consent forms — honestly, with no invented list of companies
  • Records and licenses: Clearinghouse consent, what employers actually see, the state downgrade defense timeline, and the cost tracker worksheet

Cost questions

Why do SAP prices vary so much?

Because the pricing shapes differ. A bundled price covers the initial and follow-up evaluations together ($399–$600 typical). Split pricing quotes the first evaluation low and charges the follow-up separately — one published example totals $450 + $275 = $725. Compare totals, not first prices.

Does my employer have to pay for any of this?

No. The employer must give you a free list of SAPs (49 CFR 40.287) and does not have to pay for the SAP process (49 CFR 40.289). Some employers do pay some pieces as policy — ask, but plan as if it is yours.

Is a payment plan real, or a trap?

Both exist. Some SAP offices split payment (one charges $250 to start on a $600 total) and some offer third-party payment plans. A plan is fine when the TOTAL is in writing and matches the bundled range. A 'plan' whose total is never stated is the bait-pricing pattern.
